The implementation of commonly used legal measures in regulation of extraordinary social situations is insufficient. It is necessary to apply special control means directed to save, reinstate, and ensure social and legal order. One of the most effective ways to prevent a crisis and stabilize social and political situation in the state is to implement special extraordinary means of the legal regulation mechanism.
